Location:Guinea Bissau, main bases are Buba and Bissau. Field trips in tabancas of Quinara and Tombali.

Duration of Appointment:Start December 2019 (six months contract with possibility of renewal)

Overview

The Monitoring & Evaluation Coordinator (MEC) has a leading role in providing the country’s teams’ technical skills. S/he is the main point of contact between the data collection and data entry teams and Research and Education Managers, supporting their work in designing/planning the ME tools and surveys, training and making sure that data collection/entry is completed with high accuracy, coordinating both the field data collection and the data entry in the office. MEC’s role is crucial to the success of ROPE_4more.

Qualifications and Skills• University degree in Monitoring and Evaluation (or related fields as Social Sciences – Education, Economics, Sociology, will also be accepted) or a minimum of 5 years’ experience in the field of Monitoring and Evaluation;• Fluent oral and written Portuguese; fluent Crioulo (desirable); and good working knowledge of English;• Experience in working in development projects;• Ability to transfer knowledge to diverse audiences, through training, mentoring and other formal and informal methods;• Knowledge and experience in MS Office Suite to install, identify and solve problems (with Word, Excel, Access and PowerPoint);• Some knowledge and previous experience with data analysis, and statisticalsoftware like SPSS and STATA.

Additional Requirements• In depth understanding of local context;• Expertise in assessment of student learning (skills, knowledge and attitudes);• Ability to work collaboratively with Research and Education managers;• Excellent writing and training skills;• Demonstrated evidence of strong interpersonal and communications skills, effective critical thinking, and the ability to set priorities and manage multiple tasks;• Demonstrated creativity and strategic thinking with the ability to take initiative and the willingness to learn;• Demonstrated experience of working with complex tasks that require meeting critical deadlines.

Responsibilities• Assist in the design of the M&E tools and manuals;• Supervise, coordinateand conduct surveys,programme monitoringsystems, and assessments;• Manage participatory data collection, analysis and reporting;• Support the design, preparation, coordination and delivery ofsurveys and monitoring trainings;• Participate in the selection of field workers and data entry teams, writing theToR and recruitment, and interviews;• Supervise and coach M&E team;• Ensure collected data quality and reliability;• Support efforts to enhance program M&E systems and standards; • Collaborate with EI Intervention team in planning, designing and undertaking program evaluations/assessment;• Prepare budgets and cash requests as per the plan;• Provide guidance and support to EI project staff in preparing and submitting timely quality progress reports.
