Background:
Since 2010, the United Nations Integrated Peacebuilding Office in Guinea-Bissau (UNIOGBIS) has provided strategic and technical advice and support to the national authorities of Guinea-Bissau to implement national security sector reform and rule of law strategies.  For further details on the current mandate of UNIOGBIS please refer to United Nations Security Council Resolution 2343 (2017).

 Objectives:

The objective of this consultancy is to draft, revise, update and finalize a report on the results of the implementation of UNIOGBIS mandates regarding Security Sector Reform and Rule of Law, from 2010 to the present, to include criminal justice system reforms (police, justice, corrections), defense reforms, and SSR governance.

Consultant’s Responsibilities:

The consultant must submit a technical proposal, to be accomplished on a non-extendable time frame, indicating the cost estimates of the work to be performed. The technical proposal should include a writing sample in English personally drafted by the consultant to demonstrate their ability to perform the work. The financial proposal should include all costs related to the work contract.

The consultant must produce, in coordination with the UNIOGBIS Rule of Law and Security Institutions Service (ROLSI), a report in the English language on the results achieved in Security Sector Reform and Rule of Law matters, from 2010 to the present. The consultant will present the draft report to ROLSI for review, incorporate all ROLSI guidance on the draft into a revised version, and submit a final report to ROLSI for approval.

Education:

Higher studies (Master’s degree or equivalent) in Law, International Studies, Peace and Security or related matters.  Good understanding of the security, military and social realities of Guinea-Bissau and excellent English-language writing and analytical skills.

Experience:

 The consultant must have at least five (5) years of relevant work experience in writing policy analysis and technical reports, along with expertise in Security Sector Reform and Rule of Law related fields, preferably in a context relevant to Guinea-Bissau and the mandated peacebuilding process.

 Language:

 English and French are the working languages of the United Nations. Portuguese is the official language of Guinea-Bissau. For the position advertised, fluency in oral and written English is required (language of the report). Knowledge of Portuguese will be considered an advantage.

Preference will be given to equally qualified women candidates.
