Description of Main Duties and Responsibilities:
Reporting to Chief ROLSI through the Senior Police Adviser and Heads of Units in Police Reform Section, the National Professional Officer (NPO) Internal Security Advisor (ISA) will mainly focus on assisting Rule of Law and Security Institutions’ components of UNIOGBIS field offices and support the respective activities based on a community-centered approach to internal security issues, in line with the Mission’s mandate. Within the limits of delegated authority, he/she will be responsible for, but not limited to, the following duties:
- Assist to undertake all activities related to responsibilities and professionalization of internal security institutions notably national police and other law enforcement agencies (LEA) within the regions, including training within the Security Sector Reform (SSR) framework;
- Assist national authorities in monitoring and analyzing strategic developments and review trends in serious organized crime activities at the regional and national levels;
- Liaise with police commissioners, national senior officials and other national authorities, as directed by the Senior Police Advisor, on issues related to internal security in the regions;
- Help identify strategic developments and issues relevant to the objectives of the Mission’s mandate and the implementation of national plans and WACI, and make recommendations for courses of action to remedy the situation;
- Assist senior national officials in developing, reviewing and harmonizing policies, legal frameworks, strategies, action plans and Standard Operating Procedures, for internal security, police and other LEA, related to security in the regions, border management and abusive exploitation of natural resources issues;
- Participate in needs assessment and other missions, where necessary, to evaluate and elaborate technical assistance proposals, including issues of strategic interest related to border management and maritime surveillance;
- Liaise and coordinate with field offices, UNODC, senior national officials and officials of other relevant partners, organizations and specialized agencies, on substantive issues of strategic interest for internal security;
- Support educational activities to improve community understanding of comprehensive Security Sector Reform and rule of Law vis-à-vis the population;
- Support local initiatives that bring together members of civil society, the security, defence and criminal justice local components, and local authorities, for open exchanges of views on SSR challenges and opportunities;
- Provide support to the Bolama-Bijagós Detachment in Bubaque, through the UNIOGBIS Regional Office in Buba;
- Provide substantive backstopping to consultations and other meetings, workshops, conferences, seminars and courses, propose agenda topics, identify participants, prepare documents and presentations, deliver presentations on assigned topics and activities, and ensure requisite follow-up;
- Lead and/or participate in missions, including the provision of guidance to counterparts, government officials and other parties, including drafting mission summaries;
- Research, analyze and present background papers and briefing notes on internal security issues in the regions;
- As requested, attend policy-making and technical meetings to monitor and analyze events and discussions;
- Perform other duties as may be required.

Qualifications and Requirements:
Education:
- Advanced university degree (Master’s degree or equivalent) in law, criminal justice, public administration, political science, management or other related area.
- A first-level university degree in law in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- A minimum 7 years (10 years in absence of advanced university degree) of progressive and active internal security or policing experience both at the field and national headquarters level, including at least 2 years of active police experience at managerial level, and/or in strategic planning and institution development and capacity building areas. Prior work experience with the United Nations is an asset.
Language:
- English and French are the working languages of the United Nations. Fluency in English or French, (both oral and written) is required as well as fluent Portuguese.
